A Tuesday afternoon in Phoenix turned deadly on August 28, 2018, forever altering the lives of those connected to 32-year-old Charles Reagan. The man was outside a fast-food restaurant located near Central and Dunlap avenues when the tranquil scene was shattered by gunfire.
