In the early morning hours of January 15, 2023, a shooting in the Park Place section of Norfolk, Virginia, claimed the life of 37-year-old Omon L. Hamlin. The incident unfolded near the intersection of West 27th Street and Colonial Avenue. Hamlin, along with another man, arrived at Sentara Norfolk General Hospital around 4:40 a.m., both suffering from life-threatening gunshot wounds.
Despite medical efforts, Hamlin was pronounced deceased as a result of his injuries; the second victim was listed in stable condition.
The Norfolk Police Department's investigation into the double shooting led to the arrest of four individuals in March 2023. Homicide detectives charged three men and one 17-year-old male in connection with the case. Curtis L. Willoughby, 19, of Portsmouth, and Deante A. Davis, 18, of Norfolk, both faced charges of second-degree murder and two counts of use of a firearm. Davis's charges also included attempted malicious wounding, vandalism, reckless handling of a firearm, discharging a firearm in a public place, and two counts of shooting into an occupied vehicle.
Ziontaye T. Spencer, 19, of Chesapeake, was charged with disregarding a police command to stop, unauthorized use, petit larceny, and tampering with an auto. A 17-year-old male was also charged and taken into custody at the Norfolk Detention Center. Willoughby, Davis, and Spencer were all held without bond in the Norfolk City Jail following their arrests.
