On a Sunday evening in Hampton, Virginia, the life of 19-year-old Joshua Scriven was tragically cut short. On January 15, 2023, just before 6 p.m. in the first block of County Street, near the Phoebus area, gunshots rang out. Scriven was walking in a parking lot when he was struck by gunfire.
