In the quiet community of western Frederick County, Virginia, a grim discovery was made on April 20, 2023. Inside a residence on Fromans Road, authorities found the bodies of 49-year-old Joshua Daniel Carter, a White male, and his coworker, 40-year-old Pamela Marie Lowande. Both had succumbed to gunshot wounds in what was described as a brutal slaying that shocked the local community. The incident prompted an extensive investigation by the Frederick County Sheriff's Office.
Both Carter and Lowande were employees of MSA Security, a New York-based company with locations in Virginia. As investigators delved into the case, their focus eventually turned to a coworker of the two victims. On July 5, 2023, authorities arrested 43-year-old Jason Matthew William Bowen of Cross Junction, Virginia, in connection with the double homicide. The investigation suggested that the killings were a targeted attack.
Initially, Bowen was charged with two counts of second-degree murder. However, as the legal proceedings progressed, the charges against him were elevated to aggravated murder. Court documents revealed a deeper connection between the suspect and the victims; Bowen had been in a romantic relationship with Lowande that had ended a couple of years prior to the incident. A key piece of evidence presented during the investigation was DNA found on shell casings at the crime scene that matched Bowen's. Following his arrest, Bowen was held without bond at the Northwestern Regional Adult Detention Center as he awaited trial.
