In the quiet community of western Frederick County, Virginia, a grim discovery was made on April 20, 2023. Inside a residence on Fromans Road, authorities found the bodies of 49-year-old Joshua Daniel Carter, a White male, and his coworker, 40-year-old Pamela Marie Lowande. Both had succumbed to gunshot wounds in what was described as a brutal slaying that shocked the local community.
