In the late summer of 2023, the life of 28-year-old Joseph Orlando Foster Jr. was tragically cut short in Franklin, Virginia. On the night of August 23rd, the sounds of gunfire echoed through the Dorchester Street area, drawing the attention of local law enforcement.
