In the early morning hours of October 20, 2018, the life of 23-year-old Richard Ferrell was tragically cut short in Franklin, Virginia. A resident of the Southampton Meadows Mobile Home Park, Ferrell was on Carter Street when an altercation involving several people broke out. The dispute escalated, resulting in a fatal shooting.
