In the early morning hours of September 28, 2023, a sense of routine was shattered by sudden violence on Richmond Highway. Nineteen-year-old Ralshief Richardson, a male resident of Richmond, Virginia, was preparing to board a GRTC bus when his life was abruptly cut short.
