On a cool autumn evening in Norfolk, Virginia, tragedy struck a promising young life. Nineteen-year-old Shelton Jordan Jr., a resident of nearby Chesapeake, was on his way to a Halloween party on October 27, 2023. He never made it inside. At approximately 11:30 p.m., near the intersection of Berkley Avenue Extension and Todd Street, he was struck by a critical gunshot wound.
