In the early morning hours of June 28, 2023, a young Black man, Theodore Bernard Foreman, 21, tragically lost his life in a shooting in Baltimore, Maryland. The incident occurred around 2:16 a.m. in the 2600 block of Harford Road, where police, alerted by a ShotSpotter notification, discovered Foreman with gunshot wounds. He was pronounced dead at the scene.
The investigation into Foreman's death led Baltimore homicide detectives to seek public assistance in identifying two suspects.
In August 2023, authorities released surveillance video footage connected to the shooting. The video captured two individuals, one of whom was distinctively wearing a blonde wig, opening fire as the victim passed by. After the shooting, the suspects were seen fleeing in a vehicle. A reward of $8,000 was offered for information leading to an arrest in the case.
Despite the public appeal for information and the release of the surveillance footage, there have been no subsequent announcements regarding the identification or arrest of any suspects in connection with the murder of Theodore Bernard Foreman. The case remains an open investigation, leaving a family and community awaiting answers and justice for a life cut short by gun violence.
