In the early morning hours of July 8, 2023, the life of 21-year-old Kymani Elijah Bailey of Baltimore was tragically cut short in a fatal shooting in downtown Silver Spring. The incident occurred at approximately 2:40 a.m. inside Public Parking Garage 3, near Thayer and Silver Spring Avenues. Bailey had recently left a local restaurant and was walking on the first level of the garage when an unknown individual approached him and opened fire.
Montgomery County Police officers responded to reports of gunfire and discovered Bailey suffering from a gunshot wound. He was pronounced dead at the scene.
The investigation into the homicide led detectives to review surveillance footage from the parking garage, which helped them identify a suspect. The individual seen in the footage was identified as 30-year-old Ramone Christopher Ramsay. Reports indicate that prior to the shooting, Ramsay had been ejected from a nearby nightclub. Authorities have stated that they have not established any prior connection between Ramsay and Bailey, and the motive for the shooting remains unclear.
Following the identification of the suspect, detectives obtained an arrest warrant for Ramsay, charging him with first-degree murder and other related offenses. On July 12, 2023, Ramone Christopher Ramsay was arrested without incident. He was subsequently transported to the Montgomery County Central Processing Unit, where he is being held without bond.
