On July 8, 2023, at approximately 2:40 a.m., Montgomery County Police responded to reports of gunfire inside Public Parking Garage 3, located near Thayer and Silver Spring Avenues in Silver Spring, Maryland. Upon arrival, officers discovered 21-year-old Kymani Elijah Bailey of Baltimore suffering from a gunshot wound on the first level of the garage; he was pronounced dead at the scene.
