In the late afternoon of November 21, 2023, 69-year-old Robert Hoy, a White male, was shot and killed in the parking lot of the Arroyo Market Square shopping center in Las Vegas, Nevada. The incident occurred at approximately 1:36 p.m. in the 7200 block of Arroyo Crossing Parkway. Hoy, a former contract worker for the CIA, had gone to the Walmart in the shopping center to pick up his wife's prescriptions and lunch.
According to the Las Vegas Metropolitan Police Department, the events
leading to the fatal shooting began with a parking dispute. Hoy reportedly parked his vehicle directly behind a car belonging to Kerry Ruesch, a 71-year-old retired LVMPD officer. Police stated that Hoy then exited his vehicle armed with a firearm and approached Ruesch's car. In response, Ruesch, who had served 34 years with the police department before retiring in 2013, also got out of his vehicle with a firearm and shot Hoy.
When officers arrived at the scene, they found Hoy suffering from multiple gunshot wounds. Medical personnel pronounced him deceased at the scene. Ruesch remained at the location and cooperated with the investigating officers. He was not arrested and was released at the scene.
The Las Vegas Metropolitan Police Department has stated that based on the evidence gathered and the self-defense aspects of the incident, the shooter was released. The case is still considered an open and active investigation and will be reviewed by the Clark County District Attorney's Office for a determination of whether any charges will be filed. As of March 2024, Robert Hoy's widow has expressed that she has not received any further information from authorities regarding the circumstances of her husband's death.
