On November 5, 2023, the Indianapolis community was shaken by the violent death of 17-year-old Hispanic male Luis R. Garcia, whose life was cut short during a shooting incident on the city’s west side. The events unfolded in the early morning hours, around 1:30 a.m., when officers from the Indianapolis Metropolitan Police Department were dispatched to a residence in the 100 block of Edwin Court.
