In the Washington Highlands neighborhood of Washington, D.C., a life full of promise was tragically cut short on the evening of January 29, 2023. Cordell Frazier Lee Williams, a 13-year-old Black male affectionately known as 'Baby Corn,' was inside an apartment on Chesapeake Street SE with a group of other young people.
