In the autumn of 2023, Carlos Javier Blanco Fernandez, a 38-year-old Venezuelan man, was navigating a new chapter of his life in Washington, D.C. Having arrived in the city by bus from Texas just a couple of months prior in September, he was among a group of refugees seeking a fresh start.
