In the autumn of 2023, Carlos Javier Blanco Fernandez, a 38-year-old Venezuelan man, was navigating a new chapter of his life in Washington, D.C. Having arrived in the city by bus from Texas just a couple of months prior in September, he was among a group of refugees seeking a fresh start. The area around the 2200 block of New York Avenue in the Northeast quadrant of the city, with its nearby shelters, had become a familiar gathering spot for him and other newcomers.
On the evening of
November 16, 2023, as dusk settled around 5:20 p.m., Fernandez was occupied with his car in the parking lot of an Exxon gas station in this very neighborhood. The routine activity took a tragic turn when a van reportedly pulled up. Witnesses later recounted that an individual from within the vehicle opened fire, the sound of gunshots shattering the evening calm. Fernandez was struck by the gunfire. He was rushed to a nearby hospital, but the severity of his injuries proved to be fatal, and he succumbed to his wounds.
The Metropolitan Police Department launched an investigation into the homicide. Their efforts led them to identify a suspect in the fatal shooting. On December 4, 2023, their investigation culminated in an arrest. Members of the U.S. Marshals Task Force located and apprehended 23-year-old Eliexander Lopez-Burgos in Glendale, Colorado.
Following his arrest, Lopez-Burgos was extradited to Washington, D.C. to face legal proceedings. On January 4, 2024, he was formally charged with first-degree murder in connection with the death of Carlos Javier Blanco Fernandez. The incident brought to light the safety concerns and challenges faced by the migrant community in the area, prompting calls from local officials for increased monitoring and safety measures to prevent such tragedies in the future.
