In the early morning hours of Wednesday, November 9, 2011, a tragedy unfolded in a Northeast Washington, D.C. neighborhood that cut short the life of a young man. Marcus Parham, a 26-year-old Black male, was inside a building on the 4500 block of Quarles Street, NE, when he was shot multiple times. The incident, which occurred at approximately 8:25 a.m., prompted a swift response from the Sixth District officers of the Metropolitan Police Department.
