Michelle Renee Foster-Butler, a Black 38-year-old woman from Anchorage, was found just after midnight on September 26, 1999, lying in the street at the intersection of 10th Avenue and Juneau Street. She had been stabbed to death, and the scene was quiet and stark—an unsolved violence that would echo through the neighborhood long after patrol cars pulled away. Police quickly opened a homicide investigation and appealed for the public's help, but the early hours yielded few answers.
