On a late Tuesday night in April, the quiet of a Pine Bluff, Arkansas neighborhood was shattered by the sound of gunfire. Responding to a call, police officers made their way to a residence on South Linden Street. Inside, they discovered the body of 49-year-old Otis Daniels, a Black male, who had sustained a fatal gunshot wound. He was pronounced dead at the scene, marking the city's 11th homicide of the year.
