Otis Tyler, a 19-year-old male, died on April 1, 2026, after a shooting in Pine Bluff, Arkansas. The violence unfolded just after 8:00 p.m. near 14th Avenue and Apple Street, where Pine Bluff police were first sent for what sounded like a traffic accident with injuries. Before officers arrived, dispatchers updated the call and reported that someone inside the vehicle had been shot.
When officers reached the area, they found a vehicle in a ditch near the southeast corner of the intersection, turning what began as a crash response into a double-homicide investigation.
Inside the scene, officers found one male shooting victim and arranged for him to be taken by ambulance to Jefferson Regional Medical Center. As they searched the area around the vehicle, they found a second male victim nearby. He was also transported to the hospital. Both victims were later pronounced dead at Jefferson Regional Medical Center. Police identified them as 18-year-old Zykelon Ginger and 19-year-old Otis Tyler.
Authorities said there were other occupants in the vehicle, and those people were located as the investigation began. According to police and local reporting, a witness at the scene identified the alleged shooter. Investigators soon named 19-year-old Keshawn Franklin as the suspected gunman. Franklin was found within about an hour, reportedly behind or at a residence a short distance from the crime scene, described in reports as about a block away or just two houses down. Police said he was taken into custody without incident and brought to the detective office for questioning.
Franklin was then booked into the Jefferson County jail on capital murder allegations. Local reporting stated he faced two counts of capital murder in connection with the deaths of Tyler and Ginger, though prosecutors would determine the final formal charges after the early court process. A Jefferson County Sheriff’s Office roster later listed Franklin, age 19, booked on April 2, 2026, on a capital murder charge.
In the days after the shooting, Pine Bluff officials described the case as active and still under investigation. Police had not publicly released a confirmed motive in the sources reviewed, and they continued asking anyone with information to contact detectives.
