James Darryl Rogers, 29, a Black male from Wilmington, Delaware, was found shot in the head on July 23, 2015, in the basement of a home along the 500 block of West 4th Street. He was pronounced dead at the scene, and detectives opened a homicide investigation that drew in local and state authorities.
