Malcolm Evans was a 19-year-old Black man living in Bear, Delaware, and a student at Delaware State University. In the early morning hours of July 9, 2016, he was driving from his family home. Shortly after 4 a.m., Evans left his parents' home in the Rutledge neighborhood to go to a part-time job at FedEx. While driving, he was shot in the upper body.
