Frank Pavlovic, a 49-year-old White/Caucasian male from Laurel, Delaware, was killed in the early morning hours of April 7, 2022, after violence erupted outside a residence on the 18000 block of Laurel Road. Delaware State Police said troopers were called there at about 12:24 a.m. for a reported shooting. When they arrived, they found Pavlovic in the driveway with a gunshot wound to his upper torso.
He was pronounced dead at the scene.
Investigators later described the killing as more than a sudden shooting. Police said two men had been involved in an altercation with Pavlovic at the residence. During that encounter, the men allegedly robbed him and shot him. After Pavlovic was wounded, the suspects allegedly forced an acquaintance of his at gunpoint to drive them away from the scene, turning the escape into a kidnapping allegation as well as a homicide and robbery case.
The investigation quickly focused on two suspects: 18-year-old Josiah Garrison of Denton, Maryland, and 21-year-old Ramon Duker of Millsboro, Delaware. Later that same day, at about 2:20 p.m., Garrison went to Beebe Medical Center in Lewes, Delaware, seeking treatment for an injury. Duker was with him at the hospital. Troopers responded there and took both men into custody.
Garrison and Duker were transported to Delaware State Police Troop 7 and charged with first-degree murder, first-degree robbery, possession of a firearm during the commission of a felony, second-degree kidnapping, and first-degree conspiracy. They were arraigned in Justice of the Peace Court #2, and both were committed to Sussex Correctional Institution on $1,146,000 cash bond.
