The quiet of a December Sunday morning in Dover, Delaware was shattered by the sound of gunfire. At approximately 2:48 a.m., police responded to reports of shots fired in the 900 block of Woodcrest Drive. Upon arrival, officers discovered 28-year-old Jeff Tolson lying on the ground, suffering from multiple gunshot wounds.
