In the cold of a December night in Sioux Falls, South Dakota, the life of a sixteen-year-old Black/African American male named Ephraim Duolo Shulue was tragically cut short. On the evening of December 9, 2020, police were called to the 900 block of North Cleveland Avenue around 10:50 p.m., where they discovered Ephraim on the ground with gunshot wounds.
