On the evening of September 26, 1903, Chief of Police Alfred Pinkney Jenkins, aged 32, was conducting his routine patrol in downtown Attalla, Alabama. As he passed Fowler's Saloon, he heard gunshots emanating from the rear of the establishment. Upon investigation, Chief Jenkins discovered two men firing at an elderly individual.
