On May 21, 1985, Deputy Sheriff Charles William "Bill" Biles, aged 64, was on duty in Morgan County, Alabama. At approximately 8:28 a.m., he encountered a suspicious vehicle near A.P. Brewer High School. The vehicle departed the area, but later that day, around 1:16 p.m., Deputy Biles observed the same vehicle near the school and decided to investigate further.
