In the autumn of 2008, a violent act shattered the evening calm in a Northeast Washington, D.C. neighborhood, leaving a family to grapple with a sudden and devastating loss. On Monday, October 27, 2008, Franklin K. Fantroy, known affectionately as 'Frank,' was fatally shot. The incident occurred at approximately 8:30 p.m. in the 4900 block of 11th Street, NE.
