In the late hours of a Monday evening in Washington, D.C., the life of 24-year-old Jireh Emanuel Martinez, a male resident of Southeast, was tragically cut short. On November 13, 2023, at approximately 9:17 p.m., officers from the Seventh District responded to reports of a shooting in the 1300 block of Valley Place, Southeast.
