In the early afternoon of January 22, 2014, tragedy struck in Southeast Washington, D.C., forever altering the lives of a local family. On that Wednesday, at approximately 1:30 p.m., the sounds of gunfire shattered the routine of the day in the 1400 block of Howard Road, Southeast. When police arrived at the scene, they discovered a young man suffering from apparent gunshot wounds. The victim was identified as 19-year-old Devon Dominique Parker of Southeast, D.C.
