A 35-year-old Black male named Phillip Emuel Bailey was killed in a shooting on the evening of Tuesday, September 19, 2023, in Birmingham, Alabama. The incident occurred at approximately 8:35 p.m. in the 1900 block of 13th Avenue West.
Officers from the Birmingham Police Department's West Precinct were dispatched to the location after receiving a report of a person shot.
Upon their arrival, they discovered Bailey lying unresponsive near a curb, suffering from at least one apparent gunshot wound. Birmingham Fire and Rescue Service personnel were also at the scene and pronounced Bailey deceased.
