On a summer evening in Washington, D.C., the life of a young man was tragically cut short. Devin Dwayne Smith, a 20-year-old Black male, was in the 2400 block of Elvans Road, Southeast, on August 12, 2019, when he was fatally shot. The incident, which marked the city's 101st homicide of the year, unfolded at approximately 8:25 p.m. near an apartment complex in the Barry Farm neighborhood.
