On February 5, 2019, 21-year-old Ricardo Phillip Watkins was found deceased near Railroad Park in Birmingham, Alabama. At approximately 5:45 a.m., a passerby discovered Watkins lying unresponsive on the sidewalk in the 1600 block of First Avenue South.
