On the morning of October 7, 2014, a tragic event unfolded on the 2100 block of Taney Terrace in Philadelphia, Pennsylvania, that cut short the life of 20-year-old Jihad Carter. A Black male, Carter was found lying in the street at approximately 9:11 a.m. by responding Philadelphia Police officers. He had sustained a serious gunshot wound.
