In the evening hours of Wednesday, February 11, 2026, a report of an injured person led Kansas City police to the 1500 block of E. 59th Terrace. There, they found 28-year-old Jamon Norfleet suffering from a gunshot wound. Before being transported to a local hospital, Norfleet was able to tell officers that he had been shot at a nearby apartment complex in the 6000 block of Blue Hills Road.
Critically, he also identified the man he said was responsible for his injuries: Lucas Willingham.
Norfleet was rushed to the hospital but ultimately succumbed to his injuries. His statement to the police, however, provided a crucial lead in the burgeoning homicide investigation. Detectives located a crime scene at the apartment complex Norfleet had mentioned, discovering evidence that corroborated his account. Witnesses at the location reported hearing gunshots and seeing a man, later identified as Willingham, behaving erratically afterward.
The investigation quickly centered on 35-year-old Lucas Willingham. Authorities found a shell casing outside his apartment that matched those found at the initial crime scene. Surveillance footage from the apartment complex also captured an altercation, followed by what appeared to be a muzzle flash. The evidence prompted Willingham to turn himself in to the police for questioning the following day.
During his interview with detectives, Willingham claimed that he was under the influence of PCP at the time of the shooting and had no memory of the events. Despite his claims of a blackout, the evidence gathered by the police, including the victim's dying declaration, led to formal charges. Lucas Willingham has been charged with second-degree murder, armed criminal action, and unlawful use of a weapon in the death of Jamon Norfleet.
