Officers from the Quitman Police Department responded to calls regarding gunfire in the 120 block of North Culpepper Street. The preliminary investigation, assisted by the Georgia Bureau of Investigation, revealed that an argument had broken out between two groups of people. The dispute escalated physically, resulting in multiple individuals firing weapons and leaving two people wounded at the scene.
Among the victims was 35-year-old Raymond McCullar, a male resident of Valdosta, who suffered critical injuries during the exchange. Emergency services transported him and a wounded female victim to nearby hospitals for treatment. While the woman survived with injuries described as non-life-threatening, McCullar was pronounced dead shortly after his arrival at the medical facility. Authorities arranged for his body to be taken to the GBI Crime Lab for an autopsy to further document the circumstances of his death.
Investigators continued their work in the days following the incident, leading to a break in the case four days later. On the morning of December 29, 2025, 18-year-old Dexter Bivins turned himself in at the Quitman Police Department. Bivins was arrested and booked into the Brooks County Jail, facing multiple charges including one count of felony murder, three counts of aggravated assault, and one count of possession of a firearm during the commission of a crime. The investigation remains active, with findings set to be turned over to the Southern Judicial Circuit District Attorney's Office for prosecution.
