In the early hours of a Sunday morning in St. Louis, Missouri, 16-year-old Octavius Tay Harris, a promising male student and track athlete, was fatally shot. The incident occurred around 3:20 a.m. in the 900 block of O'Fallon Street. Harris was in a car with three other teenagers when two individuals opened fire on their vehicle.
