In the summer of 2025, a quiet Dundalk, Maryland neighborhood was disrupted by a tragic event that claimed the life of 35-year-old James Francis Skarda IV. On the afternoon of July 7th, police were called to the 8200 block of Bullneck Road following reports of a shooting. Upon their arrival, they discovered Mr. Skarda suffering from gunshot wounds to his upper body; he was pronounced dead at the scene.
The investigation quickly led police to a second individual, 37-year-old Ricky Stem,
who was found a short distance away, near the intersection of Dundalk Avenue and Liberty Parkway. Stem appeared to have a self-inflicted gunshot wound. He was transported to a local hospital where he later succumbed to his injuries.
Authorities have described the incident as an apparent murder-suicide, with Stem identified as the suspected gunman who fatally shot Skarda before taking his own life. James Skarda IV, born on November 11, 1989, was a father to his cherished daughter, Rose Lynn Skarda. He is remembered by his mother, Robin Skarda, his lifelong companion, Stephanie Milchling, and his siblings. He was predeceased by his father, James Francis Skarda III. His family and friends recall him as a loving and well-regarded member of his community.
