In the winter of 1986, the city of Philadelphia was gripped by a growing fear as a series of brutal slayings began to unfold. On January 3rd, 68-year-old Anna Carroll became one of the victims in a string of murders that would later be attributed to a possible serial killer the media dubbed the 'Frankford Slasher.'
