Joyce Baldwin, a 45-year-old woman, was tragically killed on January 23, 1984, in Hampton, Virginia. She was the proprietor of a beauty salon and was found behind the counter of her shop, shot once in the left side of her head. Her murder was part of a series of killings that terrorized the Tidewater area over an 11-day span.
