On the evening of February 13, 2025, 27-year-old Cesar Flores-Diaz, a male resident of Norristown, Pennsylvania, was returning home from a day at work. As he was parking his white Volkswagen on the 800 block of George Street at approximately 8:52 p.m., a sequence of events unfolded that would end his life. An unknown assailant, who had been lying in wait in a nearby stairwell for about five minutes, ran across the street and opened fire.
Multiple gunshots were fired into the driver's side window of the vehicle, striking Flores-Diaz in the head several times. When Norristown Police arrived at the scene, they found the car still running with its headlights on, and inside, Cesar Flores-Diaz was deceased.
The investigation into the death of Cesar Flores-Diaz, led by Montgomery County Detectives and the Norristown Police, quickly determined it was a homicide. Surveillance footage from the area captured the tragic moments of the shooting and provided the only description of the suspect. The gunman is described as a male with a 'distinctive gait' who was wearing a 'unique' blue backpack. After the shooting, the suspect was seen fleeing the scene on foot, heading north on George Street.
Despite the video evidence, the killing of Cesar Flores-Diaz remains the only unsolved homicide in Montgomery County for the year 2025. Authorities have made public pleas for assistance and are offering a $5,000 reward for any information that leads to the identification and arrest of the person responsible.
