On June 23, 1907, Constable J.H. Goad, a white male serving in the Shelby County Sixth District Constable's Office in Memphis, Tennessee, responded to a distress call from a woman who had been assaulted by Isam Reed, a Black male. Reed, who had been drinking, had gone to a friend's home on Hollywood Avenue, just north of Old Raleigh Road , and started beating a woman there.
