Hai Luu, a 39-year-old Vietnamese-American man from Philadelphia, PA, tragically died on March 30, 2014. The circumstances surrounding his death were part of a larger criminal investigation involving a violent gang known as the "Born to Kill" gang. This gang, primarily composed of first-generation Vietnamese immigrants, was involved in various criminal activities in Philadelphia and New York City.
