Rahdir Jahi Maxton, a 21-year-old man from Lancaster, PA, was tragically killed on September 9, 2015. Maxton, who was African American, was fatally shot in the head outside an apartment complex on Fulton Street. The incident occurred during a drug deal, where Victor Manuel Tirado, 52, agreed to meet Maxton for the exchange.
