In the early moments of a Tuesday morning in January 2018, the life of Jhalil Washington, a 27-year-old man from Philadelphia, was tragically cut short. The streets of North Philadelphia were dimly lit when, at approximately 12:30 a.m., the sound of gunfire shattered the quiet at the intersection of 12th and Brown Streets.
