In the early evening of April 28, 2020, in the Feltonville neighborhood of Philadelphia, 20-year-old Joseph Lee Humphrey Jr. was with 18-year-old Kalil Stafford in the 4700 block of North Third Street. Shortly before 6 p.m., gunfire erupted, and both Humphrey and Stafford were struck in the chest.
