On July 31, 2022, at approximately 3:00 a.m., 26-year-old Hispanic male Edwin Rivera-Valentín was fatally shot in the 400 block of Spring Garden Street in Reading, Pennsylvania. Responding officers found Edwin Rivera-Valentín deceased at the scene.
An investigation led by Criminal Investigator Trevor Atkins identified 20-year-old Luis Cepeda-Morales, also known as “Oriel,” as the suspect in the shooting. Witnesses reported that Edwin Rivera-Valentín was involved in an argument with a woman and her son, Luis Cepeda-Morales, shortly before the shooting occurred.
An arrest warrant was issued for Luis Cepeda-Morales on charges including first-degree murder, third-degree murder, aggravated assault, and recklessly endangering another person. On August 19, 2022, Luis Cepeda-Morales was apprehended in Puerto Rico and was approved for extradition to Berks County to face the charges.
Edwin Rivera-Valentín was born on May 19, 1996, and was a resident of Reading, Pennsylvania. He was laid to rest in Reading, and his memory is honored by family and friends.
