Tiffany Fletcher, a 41-year-old Black woman and mother of three sons, was a dedicated Philadelphia Parks and Recreation employee who was beloved in her community. Described by her mother as a person who was "always trying to help somebody," Fletcher had taken a job as a pool maintenance attendant at the Mill Creek Recreation Center in the spring of 2022, just a few blocks from her West Philadelphia home.
When the summer ended, she agreed to stay on, continuing to serve the neighborhood she loved.
On the afternoon of September 9, 2022, Fletcher was on her break outside the recreation center when a gun battle erupted between two groups of young men. At around 1:30 p.m., as the groups exchanged gunfire from opposite corners of 47th and Brown Streets, Fletcher was caught in the crossfire. An innocent bystander, she was struck by bullets in her right and left sides. Fletcher ran to a nearby auto garage for help, where workers tried to tend to her wounds. Police rushed her to Penn Presbyterian Medical Center, but she died from her injuries later that evening.
Officers who were in the area heard the gunshots and responded immediately, arresting a 14-year-old named Makie Jones after a brief foot chase. Investigators recovered a 9mm "ghost gun" from a nearby trash can that they believe Jones had ditched. Police determined that at least three other individuals were involved in the shootout and continued to search for them. The investigation was hampered by the quality of surveillance footage from the recreation center.
In the following weeks and months, police made two more arrests. Malik Flegler, who was 17 at the time of the shooting, was arrested weeks after the incident. A third suspect, 17-year-old Tevin Kee, was not arrested until the following year during a traffic stop. All three teenagers were charged as adults for their roles in the shooting that led to Fletcher's death.
In 2024, Makie Jones pleaded guilty to third-degree murder and firearm offenses and was sentenced to 10 to 25 years in prison. That same year, Malik Flegler also pleaded guilty to third-degree murder and received a sentence of 12.5 to 25 years. The final defendant, Tevin Kee, pleaded guilty to third-degree murder, conspiracy, and gun charges.
In August 2026, Kee was sentenced to 12.5 to 25 years in prison, bringing the legal proceedings to a close. In a tribute to Fletcher's life and service, the city renamed the Mill Creek Recreation Center in her honor in June 2023. It is now known as the Tiffany Fletcher Recreation Center.
