In the late hours of a September evening in 2011, the life of Frederick Witcher, a 49-year-old African-American man, was tragically cut short in a senseless act of violence. On September 25th, at approximately 10:35 p.m., Witcher was engaged in the mundane task of helping a neighbor move belongings from a home on the 10300 block of Elmira, nestled between Meyers Road and Wyoming Street in Detroit.
