Michael Rashad Payne, a 29-year-old African American man, tragically lost his life on August 24, 2021, in Salisbury, North Carolina. Payne was found with a gunshot wound at 642 Williams Road, located in the Brenner Crossing Apartments. Despite the efforts of first responders, he was pronounced dead before he could be transported to the hospital. His death marked the third homicide in Salisbury within a span of three days, contributing to a concerning rise in violent incidents in the area.
Following the incident, Salisbury Police launched an investigation into Payne's murder. On September 8, 2021, authorities arrested Jihiem Tiquez Leach, a 19-year-old man from Salisbury, in connection with the crime. Leach was charged with murder for the shooting and killing of Michael Rashad Payne. At the time of his arrest, Leach was also facing a probation violation for a previous conviction in August 2020, where he was found guilty of carrying a concealed weapon and resisting an officer. He received 18 months of probation for that offense.
Leach's arrest brought some measure of closure to the case, but it also highlighted the broader issue of gun violence and crime in Salisbury. Payne's murder was part of a string of violent incidents that had plagued the city, raising concerns among residents and law enforcement officials alike.
