In the early morning hours of Monday, March 18, 2013, the sound of gunfire shattered the pre-dawn stillness of the Algiers neighborhood in New Orleans. Responding to reports of shots fired, New Orleans police officers arrived at the 800 block of Elmira Street to find a grim scene.
