On July 3, 2017, at approximately 1:25 a.m., 39-year-old African-American male Timothy Maurice Armstrong was sitting with his friend, Tyrone Brumfield, on the steps of a residence at 1930 Spanish Town Road in Baton Rouge, Louisiana.
